The Ganga’s Warning: Erosion, Barrages and the Limits of Bihar’s Flood Playbook

This week, all 108 gates of the Farakka Barrage were opened as the Ganga crossed danger marks from Buxar to Bhagalpur, placing ten districts under imminent flood threat. Unlike the embankment-pressure alerts NBRF has covered before, this crisis is defined by active erosion -a form of land loss Bihar's disaster-management architecture is not yet built to address.

A Different Kind of River Crisis

This week's flood alert differs meaningfully in kind from the Kosi and Budhi Gandak alerts NBRF has covered earlier this monsoon. The Ganga itself has turned ferocious, rising from Buxar to Kahalgaon in Bhagalpur district, with all 108 gates of the Farakka Barrage opened to manage pressure downstream. Water levels in Patna were recorded 20 centimetres above the danger mark; at Kahalgaon, 26 centimetres above it. Ten districts -Buxar, Bhojpur, Patna, Vaishali, Samastipur, Munger, Begusarai, Katihar, Bhagalpur and Khagaria -are under imminent threat, with 600 personnel and more than 45 engineers deployed for round-the-clock embankment monitoring and night patrolling.

Heavy rainfall in Nepal has simultaneously swelled the Kosi and Budhi Gandak, with 1,10,845 cusecs of water released from the Kosi Barrage, while the Mahananda continues to rise across Bihar's eastern Seemanchal region -meaning this week's crisis is not a single-river event but a near-simultaneous convergence of pressure across Bihar's major river systems, each requiring its own coordination response.

Erosion, Not Just Overflow

What distinguishes this crisis most sharply from the embankment-pressure alerts NBRF has previously covered is erosion. In Bhagalpur's Sabour, Kahalgaon and Pirpainti blocks, the Ganga's current is actively consuming agricultural land -a materially different problem from embankment-integrity concerns and one that receives considerably less institutional attention despite its severity. Erosion represents permanent land loss for affected farming households, regardless of whether any embankment ultimately holds; a family whose land has eroded into the river has no land to return to once floodwaters recede, unlike a family displaced by a temporary embankment breach.

Bihar's flood-response architecture, however well-drilled for embankment monitoring and relief-camp deployment, has comparatively little institutionalised response for erosion specifically. There is no equivalent of the 'super-sensitive embankment point' classification system -used to prioritise engineering attention on the most vulnerable embankment stretches -for erosion-prone river stretches and no standing compensation framework for households who lose land to river-course shifts rather than to a single, dateable flood event. This is a genuine gap in the state's disaster-management framework, not merely an underemphasised aspect of an otherwise complete system.

A Jurisdictional Complication

This week's crisis is also a pointed reminder that Bihar's flood exposure is not solely domestic in origin or in required response. The Farakka Barrage sits in West Bengal and gate operations there directly affect upstream water levels in Bihar -meaning the decision to open all 108 gates, made by authorities managing a facility outside Bihar's own jurisdiction, has immediate and severe consequences for Bihar's downstream districts. Effective flood management on the Ganga therefore depends on genuine inter-state coordination, in addition to the India–Nepal coordination NBRF has previously highlighted as essential for the Kosi and Gandak systems -a second, distinct layer of jurisdictional complexity that Bihar's disaster planning must account for explicitly rather than treating flood response as a purely intra-state administrative matter.

The stakeholders involved in resolving this coordination gap span at least three distinct authorities with potentially divergent operational priorities: West Bengal's Farakka Barrage Project authorities, whose primary mandate concerns barrage safety and the Kolkata Port's navigational channel; Bihar's Water Resources Department, whose priority is minimising flood damage within the state; and the central government's inter-state river-water coordination mechanisms, which in principle should mediate between the two but have not, based on available public information, established a standing real-time coordination protocol specific to Farakka gate operations comparable to what exists for the Kosi and Gandak barrages with Nepal.

A Small Counterweight: Forest Cover Gains

One data point in this issue's broader Economic Survey review offers modest, genuine good news on the environmental front and is worth setting alongside the flood crisis rather than treating as an entirely separate story. Bihar's forestry sector registered average annual growth of 10.6 percent between 2011-12 and 2024-25, with forest cover increasing by 689 square kilometres over twelve years. Forest cover is not a direct substitute for erosion control or floodplain management in the specific stretches currently affected, but healthier upstream and riparian forest cover does measurably reduce peak runoff and sediment load reaching Bihar's rivers over time -meaning this gain, if sustained and specifically expanded along erosion-prone stretches, represents one of the few levers genuinely available to Bihar that addresses long-run flood severity rather than merely responding to it once water levels have already risen.

The Recurring Embankment Debate, Revisited

This week's crisis also reopens a structural question NBRF has raised previously regarding the Kosi system: whether continuous embankment construction on high-silt Himalayan and Gangetic rivers is, over the long run, increasing rather than decreasing flood risk by narrowing channels, trapping sediment and gradually raising riverbeds. The Ganga's current erosion crisis in Bhagalpur suggests a related but distinct dynamic -that in stretches where the river's natural course is not fully constrained by embankments, the erosive force finds an alternative outlet, consuming agricultural land laterally rather than testing embankment integrity directly. Neither dynamic argues against embankments where they protect dense settlement; both argue for treating floodplain and erosion management as an integrated long-term planning problem rather than an annual monsoon-season repair cycle.

The Human Cost, District by District

The ten districts under imminent threat this week span a wide range of exposure profiles that a single state-level response inevitably struggles to address uniformly. Bhagalpur and Khagaria, situated along the Ganga's most erosion-prone stretches, face the land-loss dynamic detailed above. Patna, as the state capital and largest urban centre among the ten, faces a different set of stakes: urban drainage failure, infrastructure disruption and the political visibility that comes with any flooding in the seat of government. Districts like Vaishali, Samastipur and Begusarai, more rural and agriculturally dependent, face the more familiar but no less severe risk of standing crop loss and prolonged displacement from low-lying settlements. A genuinely effective state response would calibrate its resource allocation and monitoring intensity to these differing risk profiles, rather than treating all ten districts as a single undifferentiated threat category.

Policy Recommendations

  Develop an erosion-specific monitoring and land-loss documentation system for chronically affected stretches like Sabour, Kahalgaon and Pirpainti, distinct from and complementary to existing embankment-breach monitoring.

  Formalise a standing inter-state coordination protocol with West Bengal on Farakka gate operations, mirroring existing joint mechanisms with Nepal for the Kosi and Gandak barrages, with real-time data-sharing rather than after-the-fact notification.

  Establish a compensation and resettlement framework specifically for erosion-affected households, distinct from existing flood-relief mechanisms designed around temporary displacement rather than permanent land loss.

  Extend the state's forest-cover growth trajectory specifically along erosion-prone Ganga stretches, integrating afforestation explicitly into flood and erosion policy rather than treating it as a separate environmental initiative with no connection to disaster management.
